I am another sponsor and I chose that fee on one of my kids in Africa.  In Africa that fees goes towards the HIV fund because many families are affected and need extra care because of it.  In other areas of the world the $7 goes towards family needs that are more prevalent in those other areas of the world.  If you were not aware of the fund at the time it was probably just accidental somehow when you selected your child.  It is an optional donation so you can request it to be removed or you might be able to stop it yourself on your "My Account" page.

Hi Grant! It looks like when you signed up to sponsor, you also had signed up for the add on fund commitment of $7 to the Highly Vulnerable Children's Fund. The fund helps to provide additional assistance, case management, legal fees, housing, etc. for children who are at risk of abuse or exploitation. This is an optional donation and is not required to sponsor a child.
